Stephens Cosponsors Bills to Make ‘Marcellus Works’ and Create Clean Energy

Rep. Todd Stephens (R-Montgomery) has cosponsored four bills that form the spine of the “Marcellus Works” package of legislation designed to secure Pennsylvania’s energy future and create thousands of new jobs by creating incentives for the use of the clean natural gas within Pennsylvania’s vast formation of Marcellus Shale as a fuel for vehicles. 

“Right now we are suffering through a chicken and the egg problem,” Stephens said.  “Nobody is buying natural gas vehicles because there is no place to refuel, and nobody is building re-filling stations because nobody is buying natural gas vehicles.  This legislation will help move us forward by addressing both of these problems.”  

The “Marcellus Works” bills cosponsored by Stephens include: 

  • House Bill 1083 – Creates tax credits for private fleet vehicles in order to lessen incremental cost of natural gas vehicles.
  • House Bill 1085 – Creates a revolving loan program available to large mass transit agencies to cover the incremental cost of natural gas buses.
  • House Bill 1087– Creates a natural gas corridor tax credit to encourage the construction of natural gas fueling stations along travel corridors (I-76, I-78, I-79, I-80, I-81, and I-83).
  • House Bill 1089– Repeals California Air Resources Board (CARB) section 2030 to eliminate costly duplication of EPA and CARB certifications for natural gas vehicles to allow dual-fuel vehicles. 

“With this legislation Pennsylvania will lead the charge to move our nation from a dependence on foreign oil to homegrown locally produced, clean burning natural gas,” Stephens said. “These bills will create Pennsylvania jobs, help protect the environment and reduce transportation costs for everyone.”
