HARRISBURG—Rep. Todd Stephens (R-Montgomery) was named Legislator of the Year by the Humane Society of the United States.

“This is a very special honor,” Stephens said. “We, as legislators, must do everything we can to fight the criminal abuse of animals.”

According to the Humane Society, Stephens was honored for his commitment to animal-friendly legislation. A plaque honoring Stephens was presented to him April 28 during the organization’s Humane Lobby Day 2014, during which its members urged legislators to support bills banning animal fighting paraphernalia, and strengthening of penalties for animal cruelty.

Stephens has introduced House Bill 164, which would create the offense of “possession of animal fighting paraphernalia,” and passed the House unanimously. Stephens is also a co-sponsor of House Bill 760, which would increase the penalty for subsequent convictions of animal abuse to a third-degree felony.
